L'écart de niveaux de vie s'est-il creusé entre les Etats-Unis et la France ?

Abstract

[eng] Has the Differential in Standards of Living Grown Between the United States and France? . Whereas ordinary consumption statistics suggest that France has lost ground against its economic partners — and, in particular, against the U.S. — during the last three decades, this paper aims at re-examining the French décrochage thesis in the light of extended measures of consumption incorporating, under the form of monetary imputations, other aspects of standards of living, such as longevity, leisure time and economic insecurity. The comparison of those measures over the period 1970-2003 reveals that the existence and the size of a French décrochage depend on the preferences used as a reference, on the adherence to an absolute or relative measure of the gap between the two countries, on the treatment of public consumption expenditures, and on the estimation of the value of a statistical life used for the calibration of preferences parameters. [fre] Alors que les statistiques ordinaires de consommation suggèrent que la France a perdu du terrain vis-à-vis de ses partenaires économiques — en particulier vis-à-vis des Etats-Unis - lors des trente dernières années, cet article réexamine la thèse du décrochage français à la lumière de mesures élargies de la consommation, prenant en compte, sous la forme d'imputations monétaires, d'autres aspects des conditions de vie, tels la longévité, le loisir et l'insécurité économique. La comparaison de ces mesures sur la période 1970- 2003 révèle que l'existence et l'ampleur d'un décrochage français dépendent des préférences utilisées comme référence, de l'adhérence à une mesure absolue ou relative de l'écart entre les deux pays, du traitement des dépenses de consommation publique, et de l'estimation de la valeur d'une vie statistique utilisée pour la calibration des paramètres de préférences.
