Abstract

[eng] How to improve the European economic governance . In the European Union, economic governance is not implemented through an elected body responsible in front of a Parliament, but it is conducted through three independent Institutions: the Stability and Growth Pact, the European Central Bank and the Competition Directory of the European Commission. The non coordination of these Institutions leads to the powerlessness of the economic government of Europe. Optimizing the European policy mix requires adjusting monetary and budgetary policies and exchange rates policies in order to reach the highest rate of growth without inflation and external deficit. Dans l’Union européenne, la gouvernance économique n’est pas assurée par une instance politique responsable devant un Parlement, mais elle est menée essentiellement par trois institutions indépendantes: le Pacte de stabilité et de croissance dont la Commission est le gardien, la Banque centrale européenne, et la direction de la Concurrence de la Commission qui fonctionne de plus en plus comme une agence indépendante. L’absence de coordination entre ces institutions consacre l’impuissance du gouvernement économique de l’Europe. L’optimisation du policy mix européen devrait conduire à rechercher un meilleur équilibre entre la politique monétaire, la politique budgétaire et la politique de changes pour atteindre la croissance maximale possible sans inflation et sans déficit externe.
