Abstract

[eng] Improving Public Employment Service : What Facts Tell Us This paper provides a survey of the existing evaluations of policies aimed at improving public employment services (PES) in France and abroad. These evaluations make it possible to draw conclusions for future reform of the PES in France. Various policy options are considered : i) profiling the jobseekers ; ii) providing financial incentives to private or public operators in charge of the jobseekers' re-employment ; iii) modifying the amount or duration of unemployment benefits ; iv) developing sanctions and counselling for the unemployed ; v) making unemployment insurance contingent on training. On most of these issues, the literature suggests a differentiated treatment of the jobseekers, which seems quite incompatible with the dual nature of the French PES, built on Unédic and ANPE. [fre] Marc Ferracci Améliorer le service public de l'emploi : ce que disent les faits Cet article présente une synthèse des travaux ayant cherché à évaluer les réformes du service public de l'emploi (SPE) entreprises en France et à l'étranger dans les années récentes. Ces évaluations permettent de dégager des principes d'intervention pour le SPE français. Les axes de réforme envisagés sont les suivants : i) le profilage des demandeurs d'emploi ; ii) les incitations financières adressées aux opérateurs publics ou privés en charge du reclassement des chômeurs ; iii) les modifications dans les règles de l'indemnisation du chômage ; iv) le développement des dispositifs de contrôle et de sanction des chômeurs ; v) une articulation plus étroite des actions d'indemnisation et de formation. Sur la plupart de ces sujets, les travaux existants plaident en faveur d'un traitement différencié des demandeurs d'emploi, qui semble peu compatible avec la dualité du système français bâti autour de l'Unédic et de l'ANPE.
