Abstract
[eng] Today the countries of the European Union are facing almost the same realities, obliged to reduce radically fiscal deficits with the object of promoting stronger future and non- inflationary growth. Of course, this duty is embodied in the financial convergence criterions contained in the Maastricht treaty. The fast and lasting favourable result of fiscal adjustment plans depends not only on a steady economic activity, but also on political and socio-institutional factors such as the parliamentary ability to cut down government outlays, the flexibilty of fiscal choices, the social opposition to the increasing tax burden, etc. In this paper we propose, first, to list all these political, social and institutional factors giving rise to favourable fiscal adjustment in the case of the European countries and to explain their importance and, second, to point out empirical correlations between such factors and European fiscal performances during the 80'. [fre] Les pays de l'Union européenne engagés dans la construction de l'Union monétaire sont confrontés, depuis quelques années déjà, à l'exercice délicat de la rigueur budgétaire. L'efficacité des plans d'assainissement financier ne dépend pas seulement de la vigueur de la conjoncture macroéconomique ; elle est également imputable à toute une série de facteurs politiques et socio-institutionnels, comme la vigueur du contre-pouvoir parlementaire aux velléités de dépenses du gouvernement, la flexibilité des choix en matière de politique fiscale, la résistance « sociétale » à l'alourdissement du fardeau fiscal, etc. Dans cet article nous proposons, dans un premier temps, de dresser l'inventaire des principaux facteurs socio-politico-institutionnels favorables à la poursuite de politiques crédibles d'ajustement budgétaire, puis, dans un second temps, d'analyser quelques corrélations empiriques entre certains de ces facteurs et les performances budgétaires enregistrées par les pays de l'Union européenne au cours des années quatre-vingt.
