[fre] Cet article propose une synthèse de la littérature théorique sur les allocations chômage. Nous recensons d'abord les mécanismes par lesquels une hausse des allocations chômage peut aggraver le chômage. Nous énumérons ensuite différents arguments pour justifier que les allocations chômage peuvent malgré tout améliorer le bien-être. Ainsi, la question du niveau optimal des allocations chômage se pose comme un dilemme entre efficacité productive et égalisation des revenus. Nous rendons ensuite compte de trois directions différentes pour dépasser ce dilemme : la dégressivité des allocations chômage, une modification de leur degré d'indexation et une réforme de leur mode de financement. [eng] In this paper, I propose a survey of the theoretical literature on unemployment benefits. First, I investigate mechanisms through which a rise in unemployment benefits can lead to an increase in the unemployment rate. I then look at channels through which unemployment benefits may improve welfare. Hence, the question of the optimal level of unemployment benefits can be interpreted as a dilemma between productive efficiency and income smoothing. I have then mentioned different directions to go over this dilemma : the decline of unemployment benefits with respect to the unemployment spell, a change in the dependence of unemployment benefits with respect to last wages earned and a reform of the financing scheme.
