Abstract

[fre] On peut lister, au niveau mondial, une trentaine de « crises », superposées et combinées au cours des derniers dix-huit mois. Liées par des chaînes de causalité diverses et complexes, ces crises reflètent un même phénomène : la contraction de la liquidité dans un nombre croissant de pays et de marchés. A bien des égards, la crise japonaise a joué un rôle primordial dans le déclenchement de ce processus, tandis que la crise des pays émergents d'Asie puis la débâcle russe apparaissent comme des crises-relais, qui ont contribué à la raréfaction de la liquidité dans l'économie mondiale. Bien qu'endigué par les mesures d'assouplissement de la politique monétaire décidées aux Etats-Unis et dans la zone euro entre la fin de l'été et le début de l'hiver 1998 ce processus affecte encore la plupart des pays émergents, ce qui assombrit les perspectives de croissance mondiale au cours des prochains trimestres. [eng] One can list almost 30 « crises » at the global level, that have unfolded and combined over the last 18 months. Closely linked through various channels, these crises reflect a single phenomeon, namely the contraction of liquidity across a growing number of countries and markets. The deepening of Japan's own crisis seems to have payed a proéminent role in the ignition of this process at the global level. Although it appears to have been contained through recent and significant monetary easing in the US and in Euro-land, the contraction of liquidity still affects a majority of emerging economies and is a major factor of restraint to global growth over the coming year.
