Abstract

[fre] Les nouvelles théories de la croissance apportent-elles des réponses aux problèmes de politique économique? Cet article aborde la question sous trois aspects: le rôle de la politique industrielle, le rôle du commerce international, et l'interaction entre progrès technique et emploi. Les récents travaux empiriques et théoriques suggèrent que l'Etat peut favoriser la croissance en soutenant l'épargne, et à travers des politiques d'éducation et d'infrastructures, ainsi qu'en assurant un environnement politique stable. En revanche, ces travaux n'offrent que peu de fondements au recours au protectionnisme et aux politiques sectorielles. [eng] Do new growth theories adress traditional policy issues ? This article attacks this question from three perspectives: we discuss the role of industrial policy, the role of international trade, and the interaction between technical progress and employment. Recent work supports the idea that governments can enhance growth through public infrastructure policies, education, increased savings, and by providing a stable political environment. On the other hand, there is little support for protectionnism and sectorial policies.
