Le développement des quasi-marchés dans la protection sociale

Abstract

[fre] Vers la fin des années 1980, un grand nombre de gouvernements de l'ouest ont commencé à introduire la notion de concurrence entre les différents secteurs publics concernant la protection sociale tels la santé, l'éducation, etc. Les gouvernements ont commencé à faire la distinction entre les financements et la prestation de tels services. Le gouvernement britannique est allé plus loin en approuvant des lois entre 1988 et 1990. Les auteurs passent en revue quelques hypothèses expliquant ce changement fondamental. L'article est basé sur la théorie du choix public et des approches plus larges de la science politique. Il critique l'impact des changements dont le profit pourrait être négligeable et le résultat générateur de tensions quant aux défenses supplémentaires à long terme.
