Marchés publics et politique technologique : le concept de « demand-pull public »

Abstract

[eng] The potential role of public procurement in the process of innovation and diffusion can be derived from the history of several industries. Our theoretical framework develops the concept of public demand- pull in terms of quantity (allowing a stable market for new products) and quality (contracts with strong and open performance tions). Furthermore, innovation and diffusion tend to take place in close informal working relationships between public users and suppliers. The paper develops the conditions under, which public procurement can be a tool of technology policy. Procurement tends to be most efficient in the early stages of the product life cycle, when public purchasing agencies have sufficient monopsony power and act as friendly buyers and quality leaders. [fre] L'histoire de nombreux secteurs montre le rôle potentiel des marchés publics dans la genèse et la diffusion de l'innovation et fournit des arguments pour leur utilisation dans le cadre d'une politique technologique. Notre approche part du concept de demand-pull en le développant à la fois sur le plan quantitatif (la garantie de débouchés stables pour des produits nouveaux) et qualitatif (les spécifications des contrats traduisant les exigences de l'acheteur). En outre, la forme de transaction la plus favorable au processus d'innovation est celle d'un marché organisé avec une interaction étroite et informelle entre utilisateurs publics et fournisseurs. L'article développe les conditions dans lesquelles les marchés publics peuvent constituer un outil de politique technologique, qui sont particulièrement favorables au début du cycle de vie, quand le secteur public dispose d'un pouvoir de monopsone qu'il utilise à travers une stratégie d'acheteur simultanément exigeant et « amical », et quand la technologie développée est générique ou adaptable aux besoins du secteur privé.
