L'État et la formation des salaires en Europe : logique de marché et logique politique

Abstract

[fre] Présentant les modes d'intervention des pouvoirs publics sur les salaires dans la communauté européenne au cours des quinze dernières années, l'article montre qu'en dépit de spécificités nationales très marquées, les pouvoirs publics interviennent de façon indirecte mais très active sur la formation des salaires. Leur intervention consiste à encadrer, influencer et compléter la négociation collective ; par ailleurs, les États européens peu- vent intervenir plus en profondeur pour modifier les structures mêmes du marché du travail (Espagne, Royaume-Uni et Allemagne). Sur le plan de la théorie, les théories qui partent des rationalités individuelles offrent un éclairage intéressant dans la mesure où, mettant en évidence des défauts de coordination du marché du travail, elles débouchent sur une analyse des contrats, des règles et donc des interventions publiques correctrices. Mais il est nécessaire d'intégrer la dimension sociale et politique de l'intervention de l'État. [eng] This paper addresses the role of State in wage determination in different European countries over the last fifteen years. It shows, despite important national specificities, that the impact of State policy in wage determination, though indirect, is significant. State intervention, which depends on the intensity of the collective bargaining, in general serves to establish the framework of négociation and influence it. Moreover, State policy in such nations as Spain, United Kingdom, Germany, goes even beyond this to actually modify the structure of the labor market. Of particular use in understanding such developments are the theorical approaches of the labour market centered on the features of the labour contract and the failures of market. Such approaches, with their focus on labor market contracts and rules, lead to an analysis of how State policy can correct such failures. Still it is essen- tial to integrate the social and political dimension of state intervention on wages.
