Abstract
[eng] Intermediate products, which constitute the bulk of international trade, have been studied in the pure theory of international trade only since 30 years. The introduction of such products in models of specialization has given the opportunity to identify theoretical weaknesses of the previous models and to derive new results. When the comparative advantage is a vertical one, free trade in intermediates increases allocative efficiency, whereas an horizontal advantage justify international trade in final products. In the perspective of these new results, new definitions of specialization and protection have to be given. Finally, the paper investigates the foundations and the results of related measures like domestic content protection and offshore assembly provisions. [fre] Les biens intermédiaires, qui constituent la plus grande part du commerce international, n'ont été intégrés à la théorie pure du commerce international que depuis une trentaine d'années. L'introduction de cette catégorie de produits dans les modèles de spécialisation a été l'occasion de repérer certaines faiblesses des modèles existants et d'obtenir de nouveaux résultats. Lorsque l'avantage comparatif est de nature verticale, le libre-échange de biens intermédiaires est à l'origine d'un gain net d'efficience dans l'allocation des ressources. A l'opposé, un avantage comparatif horizontal est créateur d'échanges de biens finals. Dans ce nouveau contexte, de nouvelles définitions de la spécialisation et de la protection doivent être recherchées. L'article examine pour finir les fondements et les résultats des politiques économiques concernées par ces nouveaux développements, comme les taux d'intégration locale et les clauses de perfectionnement passif.
