Des conventions aux formes institutionnelles : éléments pour un débat

Abstract

[eng] This paper is a first step in a comparative approach between two recent important theories in economics and specially labor economics, "la théorie des conventions." and "la théorie de la régulation". It compares foundations, concepts and debates. These theories lie on opposite epistemologie a priori and have different aims concerning the standard economic theory: deepening or ding up real alternative. Nevertheless there are some analogies between these approaches. Firstly about the problem of economic activity coordination: market versus organization on the one hand, diversity of regulation forms on the other hand. Secondly about the notions themselves: conventions and rules versus "institutional forms." The arguments against "la théorie des conventions" are numerous: inability to explain the genesis of conventions, underestimation of contradictions into wage earning relationships... "La théorie de la régulation" allows to include the "institutional forms" into a broader explicative framework but it has not built yet intermediate theoretical categories explaining the dynamics between macro-economic regulation and micro-economic behaviours. [fre] Ce papier représente la première étape d'une approche comparative entre deux importantes et récentes théories économiques plus particulièrement axées sur le travail : la «théorie des conventions» et la «théorie de la régulation». Il s'agit de comparer leurs fondements, concepts et débats. Ces théories reposent sur un a priori épistémologique opposé et ont une finalité différente concernant la théorie économique standard : approfondir ou construire une alternative réelle. Cependant, il y a quelques analogies entre ces approches. Tout d'abord, au sujet du problème de la coordination de l'activité économique : marché contre organisation d'une part, diversité des formes de régulation de l'autre. Ensuite, au sujet des notions elles- mêmes : conventions et règles contre « formes institutionnelles ». Les arguments contre la « théorie des conventions » sont nombreux : incapacité d'expliquer la genèse des conventions, sous-estimation des contradictions dans les relations salariales... La «théorie de la régulation» permet d'inclure les «formes institutionnelles » dans un cadre ex- plicatif élargi mais n'a pas pas encore construit de catégories intermédiaires expliquant les dynamiques entre la régulation macroéconomique et les comportements microéconomiques .
