Abstract

[fre] On s'interroge sur les raisons de l'absence d'utilisation de la politique budgétaire à des fins de stabilisation conjoncturelle dans les années récentes. Cette situation est-elle due à l'éventuelle inefficacité de cette politique ? Resulte-t-elle des contraintes, de solvabilité en particulier, qui pèseraient sur les gouvernements et limiteraient sévèrement l'emploi de ce type de régulation ? [eng] This paper is concerned by the lack of fiscal conjonctural policy in the recent years. This situation may be provocated by the inefficiency of this policy or the result of some constraints, solvability in particular, for the governments which are limiting drastically the use of this kind of regulation.
