Abstract
[fre] Cet article repose sur l'hypothèse suivante : la réforme soviétique du commerce extérieur est en mesure de modifier les relations économiques extérieures de 1'U.R.S.S. et des Six (pays d'Europe de l'Est) avec l'Ouest. Ceci résulterait de la nouvelle stratégie soviétique visant à exporter davantage de produits finis vers l'Ouest et à réorienter certaines de ses importations de l'Europe occidentale et du Japon vers les pays en développement. Si la réforme soviétique effective, on peut alors à une concurrence accrue l'U.R.S.S. et les Six sur les occidentaux, en particulier les marchés français, autrichien, et américain. Cependant, les d'une telle concurrence doivent pas être surestimées car dépendent de la réussite de la industrielle en et, en dernière analyse, de de la « perestroïka ». Cette concurrence entre pays devrait aussi s'intensifier dans domaine des politiques d'accueil investissements directs et pourrait bien les pousser vers réformes économiques plus [eng] This article relies on the following assumption: the Soviet foreign trade reform could modify the external economic relations of the U.S.S.R. and the Six (countries of Eastern Europe) with the West. This would result from the new Soviet strategy which attempts at exporting more finished goods to the West and at redirecting some imports from Western Europe and Japan to developing countries. If the Soviet reform did work, we could expect an increase in competition between the U.S.S.R. and the Six in Western markets, particularly in French, Austrian, Swiss and the US markets. However, the potentialities of such competition should not be overrated insofar as they depend on the successfull outcome of industrial modernisation in the U.S.S.R. and, in last analysis, on the success of «perestroïka». This new competition among Socialist countries should either increase in the field of policies welcoming Western direct investment and might well push them towards more liberal economic reforms.
