Abstract

[fre] La nouvelle politique commerciale américaine renoue avec une tradition mercantiliste seulement interrompue après la Seconde Guerre mondiale. Ainsi, les notions de « réciprocité » et de « commerce loyal » ne sont pas des conceptions nouvelles. L'évolution des institutions de la politique commerciale a permis cette évolution et le renforcement du Congrès contraint l'exécutif à accepter des mesures protectionnistes. [eng] The U.S. commercial policy is renewing with an old tradition only suspended in the post World War II period. The modern notions of « reciprocity » and « fair trade » were formerly propounded. The commercial policy institutions have been driven in that way and a Congress, which has been reinforced, compels the executive branch to take protectionist actions.
