Abstract

[eng] The impact of digressiveness of unemployment benefits on the reemployment rate. . This paper measures the impact of two different systems of unemployment benefits in France on the reemployment behaviour of unemployed individuals. The "old regulation system" (1986-1992) was characterized by a single drop in unemployment benefits and the "new regulation system" (1993-1996) by a successive reduction of benefits. Estimates using Cox duration models show that the reemployment rate increases as a reduction in benefits approaches. However, observed reemployment behaviour is very different for the two regulation systems. [fre] L'objectif de cet article est de mettre en évidence l'impact du régime d'allocation chômage et principalement de la dégressivité de l'indemnisation sur le comportement de retour à l'emploi des chômeurs en comparant deux systèmes réglementaires différents. L'ancienne réglementation (1986-1992) se caractérise par une seule chute du niveau d'indemnisation et la nouvelle (1993-1996) par des chutes successives. Les estimations, réalisées à partir du modèle de durée de Cox, montrent que l'approche d'une chute des indemnités entraîne une hausse du taux de reprise d'emploi. Néanmoins, le comportement de retour à l'emploi est très différent dans les deux systèmes réglementaires.
