Abstract

[fre] L'euro comme monnaie de référence à l'est et au sud de l'Union européenne. . Nous montrons que, s'ils souhaitent un ancrage nominal souple de leur monnaie sur une devise étrangère, les pays à l'est et au sud de l'Union européenne devraient, à peu d'exceptions près, définir cet ancrage par rapport à l'euro plutôt qu'au dollar pour respecter au mieux les critères relatifs aux zones monétaires optimales. À partir d'un modèle où les autorités monétaires gèrent le taux de change de manière à stabiliser leur besoin de financement extérieur, nous mon­trons ensuite que ces pays gagneraient à stabiliser leurs monnaies en termes réels par rapport à l'euro ou par rapport à un panier où l'euro serait important, voire majoritaire. [eng] The euro as a reference currency for Eastern and southern neighbours of the European Union. . We show that, if they want an external nominal anchor for their currencies, Eastern and Southern neighbours of the European Union should use the euro rather than the dollar in order to meet the usual criteria for optimal currency areas. From a model where monetary authorities manage the exchange rate so as to stabilise the external account, we then show that these countries would be better off through stabilising their currencies in real terms against the euro or against a basket where the euro would be prominent.
