La revalorisation du RMI

Abstract

[eng] Rmi revaluation. . The french minimum income (RMI) remains stable in real terme since its creation in 1988, but was depreciated in relation to law wages and particularly to minimum wage (the Smic). This evolution seems to justify the revaluation according to relative poverty approach. But as Rmi is a differential allocation completed by a temporary incentive mechanism, a revaluation could lead to emphasize the poverty trap problem. We discuss the effectiveness of poverty trap in the french case in a context of massive unemployment and part time jobs increase. [fre] La revalorisation du RMI. . Depuis la création du RMI, fin 1988, son pouvoir d'achat est resté stable mais il a été dévalorisé en termes relatifs vis-à-vis de celui des bas salaires et particulièrement du SMIC. Cette évolution paraît justifier une revalorisation du RMI si l'on se réfère à une lecture relative de la pauvreté. Mais le principe de la revalorisation du RMI, qui est une allocation différentielle complétée d'un mécanisme d'intéressement limité dans le temps, peut se heurter à un problème d'incitation connu sous le nom de trappe. On discute l'argument dans le cas français. En confrontant la théorie à la réalité du dispositif, on met en balance l'étendue du problème de trappe à RMI dans un contexte de chômage de masse et de développement accéléré du travail à temps partiel, les coûts associés à sa résolution, et certaines vertus de la revalorisation.
