Abstract
[fre] Contrôle de pollution et commerce international en concurrence monopolistique. . En considérant la pollution comme une externalité de production dans un modèle de concurrence monopolistique, nous établissons que l'effet d'un effort de dépollution sur les valeurs d'équilibre des variables stratégiques du modèle dépend du sens dans lequel cet effort affecte l'étendue des économies d'échelle. Ensuite, nous montrons qu'en autarcie la détermination du niveau optimal de l'effort de dépollution, lorsque la demande de chaque variété est à élasticité constante, est indépendante de la taille du marché. Comme l'ouverture à l'échange correspond pour les firmes à une augmentation de cette taille, ce résultat nous indique que la politique environnementale optimale, adoptée par tous les pays en autarcie, devrait rester inchangée lorsque ceux-ci s'ouvrent au commerce international. Le problème de concertation des politiques économiques nationales se pose cependant dans le cas où la demande des variétés est à élasticité variable. [eng] Pollution control and international trade in a monopolistic competition framework. . We establish in a model of monopolistic competition that the effects of a pollution abatement effort on the equilibrium value of strategic variables depend on how this effort would modify the degree of economies of scale. The effects of market size, on the other hand, depend entirely on the elasticity of demand for every variety. Under autarky however, the determination of the optimal level of pollution abatement effort is shown to be independent of the market size provided that the elasticity of demand for varieties is constant. This result would then have an important implication when trade opening of differentiated products is considered. Countries which have adopted the optimal environmental policy before trade need not to modify them and therefore, in this case, no international policy coordination will be necessary. This policy coordination, in contrast, is an essential feature for trade opening when the price elasticity of demand for varieties is variable.
