Abstract

[eng] The foundations of poor-management policies : notes on John Locke's « report on the poor ». The question of a minimum income has always been under debate. Our intention here is to complement S. Milano's outline of the history of minimum guaranteed income [1990] by proposing some remarks on a central author in the history of liberalism : John Locke. It is often ignored that John Locke is also the author of a « Report on the Poor ». The ana­lysis of this report gives interesting results : on the one hand, authoritarian and hierarchical aspects in Locke's thought are stressed, and on the other hand, in our view, Locke's economic analysis of poverty are embedded in the puritan theology. Furthermore, « The Report on The Poor » raises questions of current importance. [fre] Fondements des politiques de la pauvreté. Notes sur "The Report on the Poor" de John Locke. . L'idée d'un revenu minimum a toujours fait l'objet d'un débat. Notre propos ici est de compléter l'histoire du revenu minimum garanti, esquissée par S. Milano [1990], en établissant un jalon supplémentaire. Nous nous focaliserons sur un auteur central dans l'histoire du libéralisme, John Locke. On ignore souvent que Locke est aussi l'auteur d'un rapport sur les pauvres. Pourtant, l'analyse de ce rapport présente un double intérêt : d'une part, elle révèle un aspect inattendu de la pensée de Locke, le versant autoritaire et hiérarchique. D'autre part, elle met en évidence que l'économie chez Locke ne peut être pensée de manière autonome par rapport à la théologie puritaine. Par ailleurs « The Report on the Poor » soulève des questions toujours d'actualité.
