Abstract

[eng] The redistributive characteristics of the pension systems. . We examine here the distribution of income by retirement pension scheme in two cases : the Beveridge and the Bismarck Systems.. The publics schemes main problems are today their financial equilibrium problems so that the debate about the inter-generational equity question has taken the place of the debate about the intra-generational equity question.. In this paper we show that the two problems are linked together and that we have to enforce the insurance characteristics of social security and not to reduce the benefits according to a minimalist conception.. We illustrate these thoughts with two examples : the australian and the german public. pension schemes. [fre] Caractère redistributif des systèmes de retraite. . Nous examinons ici sous l'angle de la redistribution de revenus deux types de systèmes de retraite assez opposés : un modèle anglo-saxon où l'État n'assure qu'une assistance faible et où la place de la protection individuelle est forte, et un système continental où l'État gère la quasi-totalité de l'assurance sociale.. À l'heure où le souci d'équité intragénérationnelle a fait place à un souci d'équité intergénérationnelle motivé par le déséquilibre croissant des régimes, nous montrons que les deux problèmes sont liés et que la recherche d'équilibre doit passer par un caractère assuranciel plus marqué et non par une conception minimaliste qui renforcerait l'« antiredistributivité » des systèmes.
