Abstract

[fre] Dépenses publiques, progrès technique et croissance. . Nous examinons le lien entre dépenses publiques et croissance d'un double point de vue : théorique et empirique. Nous développons tout d'abord deux modèles théoriques qui exhibent la possibilité qu'un surcroît de dépenses publiques ait un effet durable sur la croissance, même si la solvabilité de l'État impose que les dépenses supplémentaires soient compensées par des réductions ultérieures de dépenses ou par des impôts.. Dans une seconde partie, nous examinons économétriquement le lien entre dépenses publiques, totales ou en recherche-développement, effort d'innovation public ou privé, investissement ou épargne, population et croissance. Notre analyse consiste à tenter d'expliquer les différences entre vingt et un pays de l'OCDE en ce qui concerne les évolutions moyennes des années soixante-dix et des années quatre-vingt. [eng] Public expenditures, technical progress and growth. . We analyze the link between public expenditures and growth from both a theoretical and an empirical point of view.. We first develop two theoretical models where public expenditues can have a permanent effect on growth, even if the solvency constraint implies that supplementary spending is compensated by future decreases in spending or by increased taxes.. In a second part, we build econometric equations explaining the differences between 21 OECD countries for the average growth rates during the 70's and 80's.. The explanatory variables introduced are public spending as a whole or in research and development, public or private research expenditures, investment in fixed capital and national savings, population growth.
