Abstract

[eng] A two-handed approach for Europe: autonomy through cooperation. . The paper suggests three possible alternatives for cooperation in Europe : a flexible cooperation, in which all countries adopt a joint strategy to expand both supply and demand in function of their means ; a similar strategy, except that some countries chose not to expand but let their courrencies appreciate with respect of the others ; the statu quo. The last option is likely, but is inecceptable. In our view, aocepting the statu quo only because the first alternative (the firs best) seems out of hand is the worst of ail attitudes.
