Abstract

[eng] Improvements in public choice analysis . Daniel Goudard. This article presents the results of a group who had examine how the cost benefit analyste can take into account the macroeconomic disequilibriums and involve their resorption within the 9th Plan Strategy.. Starting from a critical examination of the traditional profitability approach, the group came to the conclusion that this method had to be changea in order to take those disequilibriums into consideration. For that purpose, it has been suggested to use two sets of criteriums.. One deals with the classical profitability aide. The other considers the macro­economic effects of the projects. It must be adjusted to the size and nature of the projects but is mainly set up on the evaluation of the effects without aggregation into a synthetic schedule.. The paper deals also with the application of these methods and the difficultes related to the difference between financial profitability and public benefit. As far as the actualisation rate is concerned, taking into account the disequilibriums does not infirm the usual method. In 1980, a working-group concluded that it was necessary to .reduce the rate value. The analysis of the present context drives ta the same conclusion. [fre] L'article présente pour l'essentiel les travaux d'un groupe chargé d'examiner dans quelles conditions le calcul économique peut prendre en compte l'existence des grands déséquilibres et contribuer à leur résorption dans le cadre de la stratégie du IXe Plan. Les réflexions du groupe, organisées à partir d'une analyse critique des calculs de rentabilité classiques, concluent sans ambiguïté à la nécessité de modifier les méthodes traditionnelles pour tenir compte des déséquilibres. Il est proposé pour cela d'utiliser deux familles de critères. L'une s'intéresse aux aspects de rentabilité traditionnels. L'autre concerne les effets macro-économiques des projets. Elle doit être adaptée à la taille et la nature des projets mais est fondée principalement sur la mesure de ces effets sans agrégation en un bilan synthétique. Les possibilités pratiques d'utilisation de ces méthodes sont abordées ainsi que certaines difficultés liées à l'écart entre la rentabilité financière et la rentabilité collective des projets. En ce qui concerne le taux d'actualisation la prise en compte des déséquilibres n'invalide pas la méthode traditionnelle de détermination. Un groupe de travail avait conclu en 1980 à la nécessité de baisser la valeur du taux. L'analyse du contexte actuel confirme cette conclusion.
