Etat-providence et économie non officielle : liaisons possibles et impossibles

Abstract

[fre] Pour un certain nombre d'économistes, le développement du travail domestique et du travail au noir ne sont pas seulement les symptômes de la crise de l'Etat-Providencè. Ils seraient les moyens djen corriger les défauts en agençant des formes de production alternative où l'individu saura se réaliser et maîtriser son environnement économique et social. Cette vision des choses qui se veut aussi une solution est loin de s'appuyer sur une argumentation solide. Elle repose sur une triple impasse aux niveaux du diagnostic de la crise de l'Etat-Providence, de l'analyse économique de l'autonomie et de l'explication de l'économie non officielle. Sans doute l'opposition entre l'économique et le social reste-t-elle bien à la base des problèmes rencontrés par l'Etat-Providence, mais on peut agencer des solutions plus satisfaisantes que la référence à l'économie non officielle. For rnany economist the development of the informal economy would witness the crisis of the welfare state and would correct its failures. It is then assumed the individual would better its welfare through domestic labour or even black economy. This interpretation is very optimistic and underestimates the probleme of the welfare state, the conceptal individual autonorny and the explanation of the informal economy. Others solutions for that crisis any be found on another approach of the frontier between economics and social activities.
