Abstract

[fre] Le plan est un processus privilégié pour la réflexion macro-financière qui permet de mettre en cohérence l'ensemble des travaux quantitatifs engagés pour sa préparation.. Les Tableaux d'Opérations Financières jouent un rôle particulier à cet égard et, même si les bases théoriques ne sont pas toutes assurées, ils permettent une analyse des comportements financiers dans leur totalité.. Les projections du VIIIe Plan ont ainsi mis en valeur une baisse très typée du niveau de l'équilibre entre l'épargne et l'investissement correspondant, dans la .sphère financière, à une réduction de l'intermédiation. Dans ces perspectives, le TOF, cadre pédagogique, montre la possibilité de financer le déficit des administrations tout en respectant une norme d'évolution de la masse monétaire. A priviledged process for macro-financial thought, the national Plan is the instrumentality through which all the quantitative work performed in its preparational stage is given consistency.. In this respect Flow - of - Fund Tables* will play a particular role and even though every theoretical basis is not secured, they make it possible for an analysis of financial behaviours to be made in their totality.. The projections of the VIIIth Plan have thus emphasized a very marked decrease in the level of the equilibrium between saving and investment, a decrease which, in the financial context concerned, corresponds to a reduction in the role plaued by financial intermediares. From this viewpoint, the T.O.P. * — considered as a pedagogical framework — brings out the possibility of financing the general government déficit while abiding by a normative trend defined for the money stock.
