Abstract

[fre] Les institutions de crédit en France comprennent à la base trois secteurs : un secteur commercial dont l'activité est assuré à plus de la moitié par des banques appartenant à l'Etat ; un secteur mutualiste et coopératif, dont l'établissement dominant est dirigé par l'Etat ; un secteur totalement public composé du Trésor, de la Caisse des Dépôts et Consignations et d'une multitude d'autres établissements, dont les critères d'attribution et les conditions des crédits sont spécifiques. Au niveau des refinancements, l'intervention de la Banque de France, établisse­ment public, est indispensable au bouclage des circuits. Mais elle ne peut pas utiliser tout son pouvoir pour exercer à ce niveau la politique monétaire, qui emploie plutôt actuellement une action directe sur certains volumes de crédits. Credit institutions in France can be divided into three main sector s of activity :. ― a commercial sector : more than halh of its activity is achieved by states-owned banks ;. ― a mutualist and co-operative sector in which the leading institution is state-managed;. ― a fully-public sector composed of the Treasury, the « Caisse des Dépôts et Consignations » and a lot of other institutions with their own loan-granting criteria and conditions of credit.. Concerning re-financing, credit from the Bank of France is absolutely necessanj to clear the system. Nevertheless, the Bank of France cannot entirely use its power to enforce, at this level, its monetary policy which now takes rather direct action on definite kinds of credit expansion.
