[fre] Cette étude, qui prend l'article du Dr B. Bobe (Revue économique, janvier 1975) comme point de départ, met en évidence certains aspects importants de la théorie de l'incidence budgétaire. Les trois points majeurs de cette étude sont : (a) la méthodologie de l'incidence budgétaire dont nous disposons à ce jour ressort d'une analyse partielle qui ne nous permet pas d'estimer l'incidence des dépenses et recettes globales du budget ; bien que limitant le genre d'analyse que le chercheur peut entreprendre, cette limitation n'empêche pas de soulever des questions importantes d'ordre politique ; (b) l'évaluation des bénéfices qui résultent de la production non marchande des administrations selon les coûts n'est correcte que pour certaines catégories de .dépenses et sous des hypothèses bien restrictives ; les modalités de prise de décision budgétaire ainsi que l'élasticité de la demande des biens publics doivent aussi être considérés ; (c) l'estimation de l'incidence des biens publics est spécialement compliquée ; l'idée que le revenu des bénéficiaires influence systématiquement le montant des bénéfices dont ils jouissent devait être incorporée dans toute estimation de l'incidence des dépenses publiques. [eng] Budget incidence : some theoretical aspects. This paper takes the study of Dr B. Bobe (Revue Economique, January 1975) as a starting point to mise some important issues with respect to budget incidence studies. The three main points made are : (1) presently available incidence theory is of the partial analysis type and precludes the possibility of estimating the total incidence of either side of the budget ; while limiting the scope of the analysis this state of affairs does not prevent politically interesting questions to be addressed. (2) Benefit incidence studies that equate the benefits received with their cost of production give the rigth answers only for certain expenditure catégories and under a highly restrictive set of assumptions ; political décision making processes and the demand elasticity for public goods should explicity be introduced in the analysis. (a) Benefits obtained from public goods ars especially difficult to allocate ; a reference is made to recent studies that take the incarnes of the varions beneficiaries into account.
