Abstract
[fre] Plusieurs facteurs concourent en France, comme dans la plupart des pays, à faire entrer les universités dans le domaine de la théorie des organisations. Il est montré que si l'originalité des universités ne permet de les assimiler ni à des entreprises ni à des administrations, elle ne les dispense pas pour autant d'adopter un ensemble de comportements et de procédures typiques des organisations « efficaces ». Dans cette perspective, on étudie successivement l'évolution du rôle dévolu en France au Secrétariat d'Etat aux Universités et des liens l'unissant aux universités autonomes, puis les problèmes soulevés par la promotion des critères appelant à une gestion plus rigoureuse. Les limites de l'approche fonctionnaliste ne sont pas, malgré leur importance, un obstacle à ce que l'Université, analysée sous cet angle, améliore ses stratégies de développement.. Several ressorts make us expect that in France as well as in many other countries, the organisations theory is relevant to University analysis. The original features of higher education Systems keep universities from any tight assimilation with a corporation or a public administration.. However, these features do not prevent them to adopt some sets of behaviors and procedures which are typical of " efficient " organizations. We examine on these grounds, the change in the Central State's rôle and its links with autonomous universities. The issue of promoting new criterious for a better management in universities is then scrutinized. In spite of their relative importance inside universifies, the limitations due to the fonctionnalist approach and theories do not prevent attempts to improve their development strategies.
