Abstract

[fre] D'après l'auteur, la science économique souffre de cinq maux principaux : illusion de la table rase, fascination de la théorie formalisée, incertitudes de l'empirisme, carcan du dogmatisme, médiocrité. Il propose d'organiser le travail à partir d'une série de concepts plus larges que ceux qui sont habituellement utilisés par les économistes ; ressource par opposition à facteur de production, individu avec la multiplicité de ses rôles, organisation plutôt qu'entreprise, et enfin processus, et contrainte. Ainsi l'économie pourrait davantage penser en termes de systèmes et ne pas se limiter à la mesure de ce qui est quantifiable en biens physiques ou en monnaie. Suit une liste de domaines qui devraient retenir l'attention, parmi lesquels on relève notamment : comportements individuels, rôle des organisations, dynamique des marchés et des structures, processus de décision, tous domaines qui incitent au développement d'une économie médiane, enfin économie des services publics et distribution des revenus qui ont une importance politique capitale. According to the author, economics suffer from five major weaknesses : « tabula rasa » as an illusion, pure theory, overcommitment in empiricism, exaggerate ideological involvments and lack of quality of the scholars. The major concepts with which one usually deals have to be enlarged : ressource would be better than production factor, human being than consumer or worker, organization than firm and processus and constraints deserve interest in every analysis. Economics should do a better use of the systematic approach and enlarge its field beyond what is subject to quantification in production or monetary terms. Among other topics worth attention thé author mentions individual behavior, the role of organisations, the dynamics of the various markets, the décision processus and calls for the development of a middle range economic theory. Then corne public goods and income distribution, two major areas of political interest.
