Abstract

[fre] Budget de l'etat et redistribution des revenus. . On cherche à mesure les effets redistributifs du budget de l'Etat en France. En adoptant une approche globale (par opposition à marginale) les dépenses publiques ainsi que les impôts sont pris en compte simultanément. Des hypothèses substituables sont élaborées quant à l'incidence des biens collectifs indivisibles et des impôts directs sur les entreprises. Il en résulte un ensemble de neuf mesures de la redistribution des revenus pour deux classifications des ménages : par tranche de revenu et par catégorie socio-professionnelle. Le croisement de ces deux ensembles de résultats permet d'évaluer la redistribution oblique des revenus. [eng] State budget and income redistribution. . An evaluation of the redistributive effects of the State budget is attempted for France, through an inclusive approach (as opposed to marginal approach) so that public expenditures and fiscal revenues are simultaneously taken Mo account. Alternative assumptions are worked out for redistributive effects of social goods and for corporate income fax incidence. A set of nine redistributive effects calculations are computed for two households classifications : per income slices and per social categories. These two sets of results are used for an evaluation of oblique redistribution.
