[fre] Les conditions entourant l'offre de services publics sont déterminantes dans l'évolution à long terme de leur prix relatif. Or, le secteur public partage les deux caractéristiques essentielles du secteur des services : la difficulté de mesurer le produit et l'importance relative du facteur travail, dont le prix relatif ne cesse de croître.. L'explication de la dynamique de l'institution sans but lucratif doit s'inspirer de la théorie de l'oligopole où la firme n'est pas l'entité abstraite de la théorie marginaliste orthodoxe mais est plutôt soumise aux objectifs propres du management. Ces objectifs ne sont pas absolus et peuvent être orientés vers l'efficacité économique par des règles de financement appropriées.. L'importance grandissante des services publics dans l'économie rend plus urgente l'avènement d'organismes qui favoriseraient l'étude approfondie du secteur public. [eng] Supply conditions are determining in thc long-term movement in the relative prices of public services. The public sector shares two basic features of the service industry : first the difficulty of measuring the product and second the relative importance of labour as an input, the price, of which increases over time relative to capital.. The analysis of the dynamics of non-profit institutions is an outgrowth of the theory of oligopoly where the producer is no longer the analytical construct of the orthodox marginal analysis, but instead is submitted to managerial discretion. However the power of these managerial objectives is not absolute ; through appropriate rules of financing, the producer's behaviour can be channeled totvard greater efficiency.. The growing importance of thé public sector in the economy makes it all the more necessary to devise organizations for the study of the working of the public sector.
