Le choix de la technique, l'équilibre structural et les prix projetés

Abstract

[fre] L'auteur examine l'incidence de choix des différentes variantes techniques sur le système des prix et leur « feed back » sur le niveau de l'efficacité.. L'analyse présentée dans l'article est déterminée par quelques hypothèses préa­lables. Il est admis notamment que les excédents matériels et humains de capa­cités productives inutilisées par l'une des entreprises augmentent les frais de production de l'économie nationale tout entière. C'est ainsi que se révèlent deux ensembles différents de prix : l'un qui servait de base pour effectuer le choix préalable de la technique ( « Catalogue des prix d'équilibre » = C P E) et l'autre, calculé à partir des frais supplémentaires de production (« Catalogue des prix projetés » = C P P).. La question posée dans l'article était de savoir quelles peuvent être les im­plications du calcul des prix projetés sur le choix final de la technique. La chaîne du raisonnement aboutit à certaines conclusions dont voici les plus importantes :. 1. Lorsque les entrées et/ou les sorties du système de fonctionnement de l'entreprise ne sont pas parfaitement adaptées à son « entourage », les techniques considérées comme efficaces en vertu du C P E peuvent apparaître non efficaces selon le C C P.. 2. L'ouverture de l'économie donne la possibilité d'agrandir l'« entourage » et de limiter les modifications du C P E, ce qui augmente la liberté du choix de la technique efficace. [eng] The author examines the incidence of the choice of différent technical variants on the price system and its « feed-back » conséquences.. The analysis starts from some pre-established hypotheses. Particulary, it is assumed that the unused stock of human and material productivity potentials by an enterprise raises the whole national economy's production costs. In this way, two different price collections corne to light : the one on which was based the preliminary choice of technique (the « Equilibrium Price Catalogue » = E P C), the other, computed from the supplementary production costs (the « Projectecl Price Catalogue » = PPC). The question raised in the article is to know what are the implications of the computation of projected prices on the final choice of the technique. The line of reasonning leads to certain conclusions. The most important ones are the following :. 1. If the inputs and/or the outputs of an enterprise are not perfectly adapted to its economic « environment » the techniques considered as efficient in the scope of the E. P. C. may appear as inefficient according to the P. P. G. . 2. The opening of economy makes possible to extend the « environment » and to limit the modifications of the E. P. C. which increases the freedom of choice of the efficient technique.
