Abstract
[eng] Just as economic theory is far from having incorporated space into its thought and as transportation economics is a poor relative of economic science, the role of the advancement of transportation in the structural development process has hardly inspired any deductive reflexion nor aroused any inductive research. The author summarizes the most interesting observations of a certain number of authors. He analyses the peculiar situation of transportation in the underdeveloped economies and the impact of their progress on the development of these countries : expansion of the domestic market and of foreign exchange localisations, political and social repercussions. Transportation investments are studied in connection with the various developmental strategies proposed by the authors and with the difficulties peculiar to programming in young nations. In conclusion, infrastructure investment and the progress of transportation appear to be a condition of development which although absolutely necessary is not sufficient in itself. If long term sectorial studies seem apt to cast light upon the actual unfolding of the economic development process, it would seem particularly justified to undertake such studies in the sector of transportation. [fre] De même que la théorie économique est loin d'avoir intégré l'espace dans ses raisonnements et que l'économie des transports est une parente pauvre de la science économique, le rôle du progrès des transports dans le processus structurel du développement n'a guère inspiré la réflexion deductive ni suscité de recherches inductives. L'auteur résume les considérations les plus intéressantes d'un certain nombre d'auteurs. Il analyse la situation particulière des transports dans les économies sous-développées et l'impact de leur progrès sur le développement de ces pays : élargissement du marché intérieur, expansion des échanges extérieurs, localisations, répercussions politique et sociale. Les investissements de transport sont étudiés en liaison avec les diverses stratégies de développement proposées par les auteurs et avec les difficultés propres à la programmation en pays neufs. En conclusion, l'investissement d'infrastructure et le progrès des transports apparaissent comme une condition du développement, absolument nécessaire mais insuffisante à die seule. Si des études sectorielles à long terme paraissent susceptibles d'éclairer le déroulement effectif du processus de développement économique, il semble particulièrement justifié d'en entreprendre dans le secteur des transports.
