[fre] L'objet de cette étude est d'évaluer la répercussion annuelle de divers types de changements budgétaires sur la demande intérieure, dans le but de juger de l'efficacité des politiques budgétaires françaises dans la réalisation de la stabilité économique et d'une croissance équilibrée de 1955 à 1965 inclusivement. . Les investissements des entreprises publiques ont toujours été un facteur expansionniste, dont l'importance a toutefois été plus grande vers la fin de la décennie 1950-1960 qu'au début de la décennie suivante. Les changements discrétionnaires n'ont en général été importants ni dans les dépenses gouvernementales ni dans les impôts, sauf avant et pendant la crise économique de 1957-1958 et la période de stabilisation qui a suivi. Par contre, les augmentations automatiques annuelles des impôts, surtout des impôts indirects, ont produit un effet de ralentissement qui fut, toutefois, plus que compensé par des changements budgétaires expansionnistes, y compris la répercussion des prestations de la Sécurité sociale et des dépenses locales du Gouvernement. . Mise à part l'année 1958, le p.n.b. réel a varié dans des limites étroites entre le sous-emploi, parfois atteint, et un léger sur-emploi. Le p.n.b. réel résulte en partie des effets des politiques budgétaires du Gouvernement, et l'impact global de tous les changements budgétaires, y compris les investissements des entreprises publiques, a contribué à amortir des fluctuations qui, sans cela, auraient été sensiblement plus fortes. On estime à environ 30 % la part des fluctuations du p.n.b. potentiel éliminée par les changements budgétaires, résultat satisfaisant, vu que les autres objectifs de la politique économique ont parfois rivalisé avec celui de la stabilité économique et de la croissance équilibrée. [eng] The purpose of this study is to estimate the annual impact that various types of budget changes had on domestic demand in order to evaluate the effectiveness that French budgetary policies had in achieving economic stability and balanced growth during the period 1955 through 1965. . Public enterprise investment was always an expansive factor, but its importance was greater during the late fifties than in the early sixties. Discretionary changes in neither government expenditures nor taxes were generally very large, except prior to and during the 1957-1958 economic crisis and subsequent stabilization period. On the other hand, annual automatic increases in taxes — mainly indirect — had a substantial dampening influence which was, however, more than offset by expansive budget changes including the impact of social security benefits and local government expenditures. . Except for the year 1958, actual g.n.p. fluctuated within a narrow band between somewhat overfull and sometimes underfull employment. Actual g.n.p. is partly the result of the effects of government budgetary policies, and the combined impact of all budget changes, including public enterprise investment, helped to dampen fluctuations "which in their absence would have been substantially greater. It is estimated that budget changes eliminated about 30 per cent of potential G.N.P. fluctuations which is a fair achievement given the other policy goals which sometimes conflicted with the objective of attaining economic stability and balanced growth.
