Abstract

[eng] Farm income stabilization: a central objective in US and EU agricultural policies - The main thesis of this paper is that overall support numbers tend to mask what is happening in US and EU support programs. American and European farmers are isolated from most income risk. PSE values are determined largely by the level of world price. Stability is a key government policy objective. The lesson for economists is that analysis that does not fully consider this fundamental income risk issue is incomplete. [fre] La thèse centrale développée dans cet article est que la mesure globale des soutiens dont bénéficient les agriculteurs masque ce qui se passe vraiment dans les politiques agricoles de l'Union européenne et des États-Unis. Les agriculteurs américains et européens sont efficacement protégés du risque de marché. Le montant des ESP est largement déterminé par le niveau du prix mondial. La stabilisation des revenus est un enjeu majeur des politiques agricoles. La leçon que doivent en tirer les économistes est qu'une analyse qui ne tient pas compte de cet enjeu est nécessairement incomplète.
