Décentralisation et politique agricole en France

Abstract

[eng] This article sets out the main reasons which can explained political and administrative decentralization in the 80's in France and points up the development of agricultural supports at departmental and regional tiers. First we identify these supports and propose an analyse of their grounds. We stress the evolution of agricultural subsidies towards integrated rural measures. Then some assumptions about evolution of the roles of sub- national government in the agricultural sector follow. [fre] Cet article rappelle les principaux éléments du contexte de décentralisation en France dans les années quatre-vingt. Après une présentation des caractéristiques des interventionsagricoles des départements et des régions, la grille d'analyse propose qui repose sur la différenciation des fondements de l'intervention publique locale en agriculture. Ces analyses montrent entre autres l'évolution croissante des interventions agricoles vers des mesures rurales intégrées. Enfin, des pistes de réflexion sont évoquées concernant l'évolution de ces politiques agricoles décentralisées.
