Abstract

[eng] Reality of tariff rules in the European market differs considerably from what is negotiated in the wro. This situation leads to estimate an actual level of protection under the most favored nation regime larger than what eu notified to the wro (24 % against 19 %). However the true degree of eu market access has to take into account the preferential access to provided to emerging countries. According to our computations, around half of agricultural and farm-products are imported within preferential agreements. Therefore, the overall level of eu protection (including tariff and non tariff barriers) is sharply lower (9,7 %) than what appears in the multilateral agreements only. [fre] La réalité de la tarification qui s'applique sur les marchés européens est différente de celle qui est négociée à I'omc. Cette situation conduit à une estimation d'un niveau de protection appliqué dans le cadre de la nation la plus favorisée (24 %) supérieur à celui qui est notifié par I'ue à I'omc (19 %). Toutefois le taux de protection de I'ue doit aussi s'apprécier en tenant compte également des marchés régis par des contingents et de ceux bénéficiant d'un accès préférentiel accordé notamment aux pays émergents. On établit ici que près de la moitié des importations agricoles et agro-alimentaires se fait dans le cadre d'accords préférentiels. Avec un taux de protection de 9,7 %, l'accès au marché de l'UE est, de ce fait, beaucoup plus ouvert qu'il n'y paraît.
