Abstract

[eng] ENG: Russia! agriculture! farm agrarian structures! agricultural policy! transition! [fre] En Russie, la dramatique récession globale des années 1990 s'est intégralement transmise à l'agriculture. L'inefficacité persistante et le recul des industries agro-alimentaires l'ont amplifiée dans les macro-exploitations issues des kolkhozes et sovkhozes, au point que les lopins de leurs travailleurs et désormais copropriétaires fournissent prés de la moitié de la production totale sur moins de 10 % des terres. Cette régression structurelle conduit à une alimentation urbaine chère et appauvrie, malgré l'importation massive qu'augmenterait encore la poursuite de la relance globale en cours. En revanche, un retour à la stagnation imposerait à la Russie les réformes institutionnelles qui conditionneraient la remise en valeur de l'immense potentiel, très sous-exploité ou abandonné, que constituent les 180 millions d'hectares de ses macro-exploitations sociétaires.
