La modélisation en équilibre général calculable [Un regard sur les interactions économie/environnement ]

Abstract

[eng] Computable general equilibrium models : a view on economy/environnement interactions . Since a few years, computable general equilibrium models have been intensively used to analyse environmental policies. These models rely on a walrasian framework and allow for an explicit description of economy/environment interactions. In the first section, we describe briefly the main features of the computable general equilibrium models. Then in the second section we focuse on various ways to model environmental feedbacks on households or firms behaviours. We illustrate the notions of static and dynamic non-separability (or static and dynamic feedbacks) by taking examples from the recent literature. In the third section we finally present the scope of the calculable general equilibrium model and their role in the rise of the so-called 'double dividend' issue. [fre] L'évaluation macro-économique des politiques de l'environnement repose principalement sur le recours aux modèles macroéconométriques et/ou aux modèles d'équilibre général calculables. Ceux-ci présentent l'intérêt de pouvoir offrir une description explicite des interactions économie-environnement, dans un cadre théorique walrasien. Après avoir rappelé brièvement, dans une première section, les caractéristiques communes des modèles d'équilibre général calculable, nous portons plus spécifiquement notre attention, dans une deuxième section, sur la modélisation des rétroactions de l'environnement sur le comportement des agents (ménages, entreprises, choix technologiques). La mise en évidence de rétroactions statique et dynamique est illustrée par quelques exemples empruntés à la littérature récente. Dans une troisième section nous décrivons alors les domaines d'analyse de ces modèles et nous rappelons le rôle de la modélisation en équilibre général calculable dans la diffusion de la notion de "double dividende". Nous concluons sur la nécessité d'enrichir la recherche en sciences économiques sur le thème des interactions économie/environnement.
