Gestion de l'emploi dans les entreprises rurales et fonctionnement du marché du travail

Abstract

[fre] L'analyse de l'emploi en milieu rural est ici centrée sur les pratiques de gestion du travail dans les entreprises industrielles. Pour en conduire l'étude en relation avec le fonctionnement du marché du travail, nous supposons que les forces qui organisent les échanges varient dans l'espace ou, tout au moins, s'expriment diversement selon le contexte territorial d'implantation des agents. En utilisant une démarche de type institutionnaliste, il s'agit de rechercher les mécanismes ayant une dimension territoriale qui produisent une segmentation du marché du travail. Après la présentation des deux modèles retenus, qui relèvent d'une logique « industrielle » et « paternaliste », et leur déclinaison en termes de gestion de la main-d'œuvre, les résultats d'une enquête conduite auprès d'établissements industriels implantés en Bresse bourguignonne, sont exploités pour apprécier les pratiques qui touchent à la relation d'emploi. Des éléments de gestion paternaliste apparaissent, qui permettent d'en actualiser les termes dans les petites entreprises des industries traditionnelles et ouvrent des voies d'analyse de la segmentation du marché. This contribution to the analysis of the specific features of labour in rural areas concentrates on the workings of the labour market, assuming that the forces organizing the buying and selling of labour vary in space or, at least, are variously expressed depending on the geographical context of implantation of agents. Using an institutionalist approach, the task consists in identifying those mechanisms with a geographical dimension that bring about segmentation of the labour market. After presenting the two selected models, which pertain to « industrial » and « paternalistic » reasoning, and reviewing them in terms of labour management, the findings of a survey of manufacturing plants located in one rural area of France — Bresse bourguignonne — are used to evaluate the practices. The example of Bresse suggests there is some « paternalistic » practices, in small traditional firms, and they may underlie the processes of segmentation.
