[fre] La préparation de la nouvelle loi-cadre agricole (Farm Bill), qui devrait régir les programmes de soutien entre 1996 et 2002, suscite un large débat portant à la fois sur le montant des aides, leurs modalités d'attribution et leur répartition. Les propositions du Congrès visent à réduire les subventions et à les, découpler de la production afin de favoriser le désengagement de l'État fédéral au profit du marché. L'objectif est d'insérer davantage l'agriculture dans la mondialisation des échanges pour tirer parti de la demande accrue à l'exportation. Pour les libéraux, l'effervescence actuelle des marchés mondiaux offre l'occasion historique d'une rupture radicale du mode de soutien à l'agriculture par rapport aux mesures en vigueur depuis le New Deal. The preparation of the new Farm Bill, that should govern the support programs to agriculture during the 1996-2002 period, has given rise to a big debate on the amount of direct payments to farmers, their form and their distribution. The Congress has proposed to reduce subsidies and to decouple them from production in order to diminish the intervention of the Federal government and favor a more market-oriented agriculture. The goal is to increase the insertion of the farm sector in the world economy to take advantage of the rising food demand. For free trade advocates, the current boom in world agricultural markets offers a unique opportunity to depart radically from the traditional farm policy that has been implemented since the New Deal.
