Abstract

[fre] Cet article montre que le gatt avait pour fonction d'imposer des règles de coopération. Cette tâche est devenue de plus en plus difficile. Ainsi, l'accord de libéralisation des accords d'Uruguay sera affaibli par les mesures antidumping, anti subventions et (malgré leur interdiction) les accords quantitatifs bilatéraux. L'Organisation mondiale du commerce n'aura pas les moyens de fonctionner efficacement. Elle n'empêchera pas l'adoption de mesures discriminatoires par les membres les plus puissants. L'Europe devra mener une stratégie cohérente pour faire prévaloir une conception coopérative qui préserve la souveraineté des nations. [eng] The function of GATT was to lay down rules for a co-operative order between countries. This task became more difficult to comply. Thus the Uruguay Round arrangement will be weakened by antidumping or countervailing measures and quantitative bilateral arrangements (even forbidden). The new World Trade Organization will not be able to work efficiently. It will not prevent the countries from discriminatory measures used by the most powerful members. The European Union will have to conduct a consistent strategy for convincing the other members to adopt a co-operative attitude which should be compatible with the respect of national sovereignties.
