La Communauté rurale, le Marché et l'Etat

Abstract

[fre] Comment concilier Marché et Communauté, deux institutions considérées comme antinomiques et pourtant indispensables pour le développement rural. C'est l'objet de la communication du professeur Hayami. Il montre, d'une part les insuffisances du Marché provoquées surtout par les externalites et celles de la Communauté provoquées par la rigidité des coutumes traditionnelles et, d'autre part, comment elles peuvent se corriger mutuellement. Il constate que l'Etat dans les pays en développement a surtout des politiques anti-communautaires et anti-marché, alors qu'il devrait favoriser le développement simultané de l'un et de l'autre.
