Abstract
[fre] Pour comprendre les déterminants des choix des agriculteurs en matière de gestion du capital, il est nécessaire de considérer le système au sein duquel sont effectués ces choix. Ce système s'est profondément modifié au cours des dernières décennies : l'engagement des partenaires directement concernés (famille, propriétaires...) s'est réduit tandis que le rôle des acteurs publics et para-publics s'est accru. Il en découle un problème de partage des risques supportés par les agriculteurs, dans un contexte où ces risques vont croissants. . Les Pouvoirs Publics interviennent par le biais d'aides financières dont les modalités d'attribution devraient mieux prendre en compte les déterminants réels des prises de décision en matière d'investissement. Par ailleurs, les acteurs institutionnels, encore trop souvent en position de vulgarisateurs, emploient et diffusent des logiques explicites et formelles qui s'opposent aux raisonnements implicites et pragmatiques des agriculteurs. L'amélioration de l'efficacité de l'encadrement de l'agriculture passe autant par l'amélioration des outils de gestion proposés aux agriculteurs que par celle du contrat liant les agriculteurs à leurs conseillers. [eng] To understand what determines the farmer's decision-making, concerning management of capital, it is necessary to consider the « system » within which they make their decisions. This « system » has greatly changed during the last decades : the part played by those closely concerned (family, landlords...) has diminished, whilst the role of the public organisms has grown more important. The problem thus arises of how to share out the ever-increasing risks beared by the farmers. . The public authorities intervene with subsidies, but in allocating the money, they should take more into account the real reasons leading to the decisions concerning investments. Moreover, the public actors still simplify the facts for the general public ; hence they use management concepts that are very different from the pragmatic and implicit farmer's reasoning. The improvement of farmer's decision-making efficiency should be based on the improvement of management tools offered to them as well as the improvement of the « contract » between the farmers and their advisors which could leed to a better mutual understanding.
