Abstract
[eng] The public transfers to agriculture are destined to finance the common tasks assumed by farmers for the society: food supply, maintenance of the natural environment and land occupation. The Swiss agricultural budget represents less than 1 % of the GNP. It is partially financed by import taxes and to a lesser degree by producers taxes, the main part being covered by the national budget. The actual farming policy is highly controversial; two major defects must be mentioned: lack. of selectivity at consumer level, reinforcement of the disparity between farmers. In this context, various solutions are under discussion, amongst others, the development of payments on the basis of the land cultivated, and the introduction of differential prices according to quantities produced and to the region. [fre] Les transferts opérés par les pouvoirs publics vers l'agriculture sont destinés à financer les tâchés d'utijité publique que la société attend des agriculteurs : approvisionnement du pays en denrées alimentaires, entretien du milieu naturel et occupation du territoire. Le budget agricole suisse représente moins du 1 %du PNB. Il est financé en partie par des prélèvements sur les importations et dans une modeste mesure par les taxes aux producteurs, la majeure partie émargeant au budget de la Confédération. La politique actuelle est controversée ; on lui reconnaît deux défauts majeurs : manque de sélectivité au niveau des consommateurs, aggravation des disparités entre les agriculteurs. Dans ce contexte diverses solutions sont en discussion, entre autres: le développement des paiements à la surface et l'introduction des prix différentiels en fonction de la quantité produite et de la région.
