Abstract

[fre] L'auteur développe une série d'outils visant à permettre la mise en évidence des institutions (règles du jeu) cachées et le rôle caché des institutions. Le but de cette démarche est d'identifier les alternatives aux règles qui prévalent et qui déterminenMout autant, sinon plus que les forces du marché, l'usage qui est fait des ressources naturelles. . Cette tentative d'analyse théorique se situe dans le courant américain de l'économie institutionnelle et constitue un dépassement des approches classiques de l'économie de «bien-être». Les phénomènes d'externa- lité ne sont plus représentés comme une exception mais comme la règle générale. Ils s'appliquent à toutes les situations d'intérêts conflictuels. Chaque initiative, quand il y a conflit, a des effets indirects sur la distribution des biens, des ressources ou des avantages. Ces effets sont définis par l'état de la loi (institutions) qui avec la distribution initiale des ressources commande l'accès au pouvoir, et par la structure technique du processus de production. . L'économie rurale en tant qu'elle est gestion des ressources naturelles, se trouve concernée au premier chef par ce type d'analyse. [eng] The author develops a set of tools aiming at institutions analysis if we understand by institution the rules of the game. He wants to make apparent hidden institutions and hidden role of institutions in order to permit institutional innovation which, as much as market forces, commands natural ressources use. . This attempt of theoretical analysis is included in the american stream of institutional economics and is a wide broadening of the classical welfare economics. Externalities are no more thought as exceptions but as the general case. It applies to all situations of conflicting interests : Every course of action, when interest conflict, has indirect effects on the distribution of goods, resources of advantages. These effects are shaped (1) by the state of the law (institutions) which together with the initial distribution of resources, commands access to power, and (2) by the technical structure of the production process. . Agricultural economics taken as management of natural resources is widely concerned by this kind of analysis.
