Abstract
[eng] Motorways and Rural Space — Economie Aspects - The article first describes the general characteristics of the Belgian motorway system and recent developments. It situates the general conceptions on which the building of these motorways is based in the political context. It then gives some data concerning the cost of construction and upkeep, and then considers the delicate question of whether they pay their way. . Secondly, the economic impact of the motorways on farming is examined. The loss of land the accompanying decline in income are certainly the most obvious consequences but not the most serious. The moral prejudice — the redeployment of farmers whose land has been compulsarily purchased, the destruction of the landscape, the harmful effects of all kinds of pollution, the spoiling of beauty spots, the cutting off of farms... are much more important aspects. . In conclusion, the writer proposes an economic interpretation of the continual and irreversible decline in the area of land farmed and suggests that the optimum size of the Belgian motorway network should be defined scientifically. [fre] L'article décrit d'abord les caractéristiques générales du réseau autoroutier belge, ainsi que son évolution récente. Il situe dans le contexte politique, les conceptions générales dont la construction des autoroutes procède. Il donne ensuite quelques données relatives au coût de leur construction et de leur entretien, et pose ensuite la problématique, extrêmement délicate, de leur rentabilité. . Dans un second point, les impacts économiques des autoroutes sur l'agriculture sont examinés. Les pertes de terre ainsi que la diminution concomitante des revenus, en constituent certes les conséquences les plus apparentes, mais non les plus graves. Le dommage moral, consistant dans la nécessité du reclassement des agriculteurs expropriés, le déchirement des paysages, les effets nocifs des pollutions de tous genres, la destruction des sites, l'isolement des exploitations... en sont des aspects bien plus importants. . En conclusion, l'auteur propose une interprétation économique à la régression, continuelle et irréversible, de la superficie exploitée par l'agriculture, et suggère de définir par des voies scientifiques la dimension optimum du réseau autoroutier belge.
