[eng] If it had had a sovereign wealth fund (SWF), wisely invested in international concerns, Algeria could have accessed the technical and managerial capacities, the systems, technologies and knowledge necessary for its development while offering enormous opportunities for the external development of those foreign rums that would have accepted this partnership. .
