[fre] Si elle avait disposé d'un fonds souverain, judicieusement investi dans des entreprises internationales, l'Algérie aurait pu avoir accès aux capacités techniques et managériales, aux systèmes, technologies et savoirs nécessaires à son développement, tout en offrant d'énormes opportunités pour le développement externe des entreprises étrangères acceptant ce partenariat. . If it had had a sovereign wealth fund (SWF), wisely invested in international concerns, Algeria could have accessed the technical and managerial capacities, the systems, technologies and knowledge necessary for its development while offering enormous opportunities for the external development of those foreign firms that would have accepted this partnership. .
